(FRENCH LICK, Ind) - The City of Rising Sun’s clerk-treasurer is being recognized statewide for the difference she has made within local government and the community.

Rae Baker Gipson has been named the recipient of the 2025 Russell G. Lloyd Distinguished Service Award from Accelerate Indiana Municipalities (Aim).

The award is Aim’s highest individual honor and is reserved for municipal officials who have made exceptional, lasting contributions to local government and public service in Indiana.

Gipson has served the City of Rising Sun for nearly 30 years and is recognized for guiding the city’s finances with precision, accountability and transparency.

Beyond her role in fiscal management, Gipson has been a mentor, collaborator, and active participant in statewide organizations, including Aim and the Indiana League of Municipal Clerks and Treasurers.

“Her leadership and mentorship have influenced countless local officials across Indiana,” Aim officials added.

She received the award during the Aim Ideas Summit in French Lick.

Formally known as the Indiana Association of Cities and Towns, Aim is an advocate for Indiana municipalities and serves more than 460 cities and towns.
