Longtime Greensburg utilities manager announces retirement

(GREENSBURG, Ind.) – A longtime City of Greensburg employee will retire from her role on April 1.
Donna Lecher has served as Utilities Manager and Controller since 1993.
Some of her duties have included the management of financial operations for water, wastewater, stormwater, and sanitation, and served as the Water Board secretary.
She served a pivotal role in the $34M Honda TIF District financing, which secured necessary utility upgrades to ensure the plant’s arrival in 2006.
Lecher also led the transition to internet-based billing and automated water systems.
Greensburg Mayor Joshua Marsh says Lecher has been a cornerstone of city administration for more than three decades.
“Her expertise was instrumental during some of the largest infrastructure investments in our city's history. We are incredibly grateful for her steady leadership and her commitment to the residents of Greensburg. We wish her the very best in her well-deserved retirement,” Marsh said.
Donna is a 1977 Greensburg graduate and she and her husband, Tim, have six children, nine grandchildren and four great-grandchildren.
Lecher will be succeeded by Dori Baker who is no stranger to the city administration.
Baker has worked in the Utilities Office for 24 years and has served as assistant manager since 2010.
She has worked closely with Lecher on modernizing city services, including the mass meter-change out program and the expansion of digital payment options for customers.
“The transition will be seamless, and I look forward to the energy and dedication she will bring to the manager position,” Marsh said.
Baker is a 1995 North Decatur grad and she and her husband, Shane, live in Westport.
